Lions Clubs International was founded in 1917 and is the largest service club in the world.  With headquarters in Oak Brook, Illinois, this is a truly international organization, with nearly 1.4 million members in 193 countries. While Lions International is well known for its work to alleviate the incidence of preventable blindness, there are many other programs. Two of these are Youth Outreach and a program to promote International Understanding. The Youth Exchange Program works within both of these.

For Lions, the Washington, British Columbia and Northern Idaho area comprises an administrative district called Multiple District 19. It is made up of 9 districts with about fifteen thousand Lions members in 540 clubs.

A committee of the Lions Youth Exchange Foundation of Multiple District 19 administers the MD19 Youth Exchange Program.
